1.Recruitment theme
1-1.Background and purpose of the recruitment theme
- As Japan’s population continues to decline and large numbers of people continue to move to the Tokyo metropolitan area, the creation of non-resident groups of people with close connections to regional areas as well as the leveraging of human resources returning from urban areas to regional areas or engaging in side jobs via the utilization of Web 3.0 are gaining attention as methods to secure the human resources and financial resources needed to support regional economies.
- On the other hand, in order to actually change the behavior of human resources in and outside regions and solve regional issues, two issues need to be addressed: (1) whether Decentralized Autonomous Organization(DAO) and Non-Fungible Token(NFT) can create incentives for human resources in and outside regions to change their behavior, and (2) whether the effects of such incentives can exceed the costs of switching from existing systems.
- In response to the above issues, there is currently no clear methodology for designing incentives for regional DAOs, etc. In addition, due to a lack of literacy among local government officials, even if there is a desire to implement Web 3.0-related projects at the level of people in charge, the reality is that the benefits and risks are not sufficiently explained within regions.
- It is necessary to have guidelines that organize reference information (such as technical requirement definitions, key points on DAO establishment and operations, etc.) for local government officials and related parties to engage in Web 3.0-based projects.
1-2.Related past initiatives and remaining issues
- Although individual initiatives and precedent examples have emerged, mainly in the areas of local currencies/points, Furusato Nozei (hometown tax) NFTs, digital certificates of residence, and DAO construction, issues related to collaboration with local governments, post-launch results and issues, and operational know-how have not been made sufficiently open.
- The technical aspects of blockchain create a bottleneck with high hurdles for local government officials to understand.
1-3.Pilot project overview
- Formulate guidelines, precedent examples, and the like, including (1) and (2) below, through a pilot project for the construction and operation of DAOs related to the creation of non-resident groups of people with close connections to regional areas, regional development projects, and other efforts in collaboration with local governments.The formulation of the report is subject to disclosure on the website of the Ministry of Economy, Trade and Industry (METI) and other relevant ministries.
- (1) Organize the coordination items necessary when a local government places an order with a vendor at the “requirement definition” level so that they can be explained even by staff without specialized knowledge.
- (2) Organize the results, know-how, and issues related to design of incentives in order to change the behavior of human resources outside regions based on precedent examples.
- The pilot project scheme is assumed to be as follows: Pilots will be conducted in multiple regions and municipalities with different population sizes, industries, and geographical conditions (such as remote islands), and the results will be compiled.
